Yes there are anatomical differences between stallions and mares. But you need to get fairly up close to see them. They do have different genitals, and females do have teats. Fairly small though. Also behavioral differences. Stallions can be very hard to handle, especially around mares. With proper training and a firm hand stallions can be handled relatively normally. When mares are cycling they can be very onerous and behave badly. however some mares are barely affected by cycling.

Stallions most certainly can be ridden. However the stallion must be properly trained and socialized before being ridden. In many countries (like Spain and Portugal) small children ride stallions.
