Then you should use a frangranced shampoo that is a de-shedder. This would take out some unwanted, dirty hair but when the cat goes to lick the fur, it tastes gross. If you do this about 4-5 times over about 2 1/2 months, I think the cat will stop licking. Oh, and the inner thigh is a natural place to lick when the cat is bored, so I also suggest getting the cat more treat-filled toys or scratching posts if not declawed.
