I would strongly suggest that you get the horn cut!! The horn will not stop growing and therefore will cause serious harm to the animal if it is not delt with.I cannot offer any advice as to how to cut it but you will need to talk to a vet before you try to as it may be considered a significant surgical procedure under the Animal Welfare Act 1999. If it is and you do not seek advice, you may be committing an offence under the act. By not getting the horn cut, you will also be committing an offence.
