To sum up a dog has a wet nose to help it tell the wind direction, thus aiding it's hunting ability.

When a dog needs to regurgitate it needs fluid in the stomach to intice the muscle spasms and lubricate the whole throat food pipe etc which is why the nose gets dry and the tongue hense the licking
