Sometimes cats eyes just water, and its licking its behind because it likes to keep clean, even though we think it pretty gross.
If, by crying you mean that it is vocalizing, it could be in pain. If this is new behavior, I would suggest a visit to the vet. Several things could be the problem, including impacted anal glands or a urinary tract infection or blockage (which could be fatal if not treated). Make sure you are aware of any other behaviors - like frequent litter box visits, lethargy, changes in eating and drinking, etc.
