If when trying to remove a tick from a cat the head gets stuck, you should try and get as much of it out as possible. If the head is not able to be completely removed, keep a close eye on the area. It could cause an infection. If you notice anything out of the ordinary in or around the spot, get your cat to the vet as soon as possible, as they will probably want to administer antibiotics and treat the infected area.
