21 days is the incubation period. Keep in mind that the eggs must be started at the same time, the broody hen will not set on the eggs until she has gathered a full clutch. When collecting eggs for incubation, they can be safely stored for up to 7 days in cool humidity and turned daily without starting the embryonic development. Once enough eggs are collected all the collected eggs should be started at the same time and none added later or this will cause problems in the brooder box later as the younger weaker birds will be harassed by their older "siblings".

It takes 21 days under idea circumstances. If your eggs have not hatched in 23 days it is safe to assume they will never hatch. Errors made by people using artificial incubators can throw off your count but 21 days is the key.
