Remember that 20% is the upper limit, anything below that is better for the pony. As an example a 800 lb (362.8kg) pony can carry a maximum of 160 lbs (72.5 kg) in combined rider and equipment weight.

Depending on the breed and age miniature pony's/common dwarf horse (standing at 24-32 inches high at the shoulder can safely carry between 30-60 Lbs. which is roughly the average child up to 10 years old... Depending on breed and age,the average size pony standing at 40-58 inches high at the shoulder (mostly seen at fairs and carnavals for pony rides) can safely carry between 100-175 Lbs,There are also other pony breeds that are more stocky and muscular that can safely carry 200-250 Lbs....
A pony this size needs a small rider. A weight of 50 to 80 lbs would be ideal. Depending on the build and health of the pony may also factor into his weight limit. Remember too, if a child starts to outgrow his pony he can always be trained to pull a cart. A 12hh pony can easily pull a cart and full grown person. Warning:If your pony has never been trained to drive don't try to do this yourself. This can be dangerous if you don't know how to train.

it depends on how large your pony is. If you are more than say 190 lbS I would stay away and try getting on a horse, not a pony. Children are what most ponies carry.

It's not so much the pony's height as it is his build that will influence the riders weight. A horse shouldn't carry more than 20%of it's own body weight, this includes the rider and tack. But keep in mind that a shorter sturdier horse/pony with thick cannon bones and broad loins will always be stronger and more able to carry heavier weights than taller horses.
