Strictly speaking, there are no black, white or black and white horses.
Horses which appear black are just very dark brown and are officially called Dark Bay. This can be confirmed by examining the roots of the coat, which will clearly show brown. Similarly, most horses which appear to be white are actually just very Light Grey and are officially known as such. The only exceptions are true albinos, which lack any pigmentation whatsoever and injured or branded areas of a horses coat, where the pigmentation cells have been destroyed.
That aside, a horse which appears white with black patches or white with black patches is called a Paint, as it looks as if someone has dabbed it with a paintbrush. This is often corrupted to Pinto (paint-o), particularly in North America. In official circles these are both regarded as slang terms, the type being correctly designated Piebald. Where the contrasting colour is Dun or Light Bay, the type is referred to as Skew Piebald or just Skewbald for short.
In the United States, a tan and white spotted horse is likely to be called either a Paint Horse or an Appaloosa, depending upon the pattern. However, most horse breeds are known for their conformation, temperament and work disposition and can have any of several different coat colors.

Yes, white does exist in horses. It is called 'Dominate White' and is a genetic mutation of the Kit gene. It causes a white coat, pink skin, and brown eyes. There are also other forms of white caused by the Sabino and Splashed white genes (this can also cause blue eyes instead of brown) . White is not to be confused with Grey where the horses coat turns white over a period of time. (They have grey skin under the hair.) Or Double Dilutes, such as cremello, perlino, and smoky cream. These horses have pink skin, blue eyes and an off-white or creamy colored coat.

This statement is false. Color breeding does not work that way with horses. Color inheritance is all based on genetic code. 'Brown' can be any color to a layman with no knowledge of horse colors and can cover everything from bay to chestnut. White could be grey, white, cremello etc. Some of these colors are dominate and others recessive.
