I would have to say fleece is better. It cuts down on the dust for guinea pigs, the bedding does not get stuck in their fur, it is easy on their feet, and the top always stays dry. Note: Do not use regular detergent to wash fleece. Use vinegar and a gentle, scent free detergent (like oxy clean or tide free). Also, fleece is more effective if your guinea pigs' cage is large and there are not many guinea pigs (1-3 guinea pigs). MAKE SURE YOU GET EVERYTHING OFF THE FLEECE BEFORE YOU WASH. Your guinea pigs will be as happy as ever with fleece.
