Age? Indoor/outdoor? Did he recently fall? Is he normally healthy? Do you have kids?
You didn't give *nearly* enough information for anyone to help you, but I'll still give you the best answer: bring your cat to a vet if he's been limping long enough to raise concern.
His leg could be asleep from him laying on it, or it could be itchy and he is shaking it
It depends on how it shakes it's tail. If it is shaking his tail in a circle, it wants to play. If it is shaking it's tail in a half circle, then it is mad.
