The Red-tailed bumblebee, Bombus lapidarius, is mostly black with a red tail. Only the males of this species have a yellow band across the chest.

It's probably a bumble-bee. They're the most common fuzzy bee, and their coloring has a wide range. In the Pacific Northwest they are very often round and black with only one yellow stripe.
