Sounds like a late hatch. Most chicks hatch at or around 21 days but there are reasons they may hatch at 23 days.

21 days is the incubation period. Keep in mind that the eggs must be started at the same time, the broody hen will not set on the eggs until she has gathered a full clutch. When collecting eggs for incubation, they can be safely stored for up to 7 days in cool humidity and turned daily without starting the embryonic development. Once enough eggs are collected all the collected eggs should be started at the same time and none added later or this will cause problems in the brooder box later as the younger weaker birds will be harassed by their older "siblings".
