Age does't matter so much. If he's housebroken it will be alot easier for you.
I believe a puppy should probably be outdoors as much as possible because one, they're usually not housebroken yet, and two, they're really energetic and love to play and if kept indoors they might cause destruction and mischief where ever they go.
