It depends on what kinds of sharks you are talking about. Great White Sharks (one of the most feared kinds) live and attack mostly along the Hawaiian coast (otherwise known as Great white head quarters and breeding grounds).
Most sharks attack surfers and divers near lots of water, like in oceans and seas. Like near Hawaii, Florida, California, and Australia.
There have been several attacks by sharks in Florida waters. Australia and South Africa have experienced some fatalities recently see:

Most shark attacks occur in areas where there is a high concentration of sharks, such as in Florida, Australia, South Africa, and Hawaii. In these regions, factors like close proximity of humans to shark habitats, abundance of prey for sharks, and warm water temperatures can increase the likelihood of shark attacks.
Shark attacks may occur when there's a feeding frenzy going on and a shark gets excited and ACCIDENTALLY attacks a nearby human. It can also happen when there's a surfer on a board and from under water, it looks like the surfer is a seal.... and you know, it attacks the human. Trust me.... I study this stuff in ALP.
According to a map of the United States and the International Shark Attack File, Florida has the most shark attacks in the United States from 1670-2008. This is including Hawaii. It was last updated on July 9, 2009.

Californa beaches
According to the International Shark Attack File, there are approximately 47 attacks per year, worldwide. However, this includes minor "bump and bite" encounters. There is an average of only 8.25 fatal shark attacks per year. Source: http://www.thescubasite.com/Latest-Scuba-Diving-News/where-shark-attacks-happen
Shark attacks are actually one of the most infrequent of attacks by wild animals. More people die on roller coasters annually than by shark attack.
The Bull shark is number one in attacks . It is not the great white though it is most often blamed
California has.
