Because there are some heartless and cruel people out there that move away and laeve their animals there trapped.Then sometimes pets run away because their owners are so mean to them. Other times their owners just dump them and abandon them somewhere. But somtimes its no the owners fault, like they could be stray because their owner(s) died and nobody found it out 'till later, and the dog could have been starving and left looking for food. And somtimes the dog just runs away for no reason.

Well... I wouldn't say walking up to a stray animal is safe so, do you mean... "Why is helping animals important" but either way, animals aren't made in the way that we humans are so they aren't able to help theirselves like we are.
