Most healthy dogs do not do this. This dog must be ill. Advise a visit to the vet.
~My 2 cents--My dog does this to me when walking and at other times and I have seen dogs do this when they are in a larger group of dogs. I'm guessing it is just a way to stay close or designate the leader. Sometimes they do it for attention or when finding you (when you are in a different part of the house and they go looking for you). I take it as a compliment. This meanseither your dog cant see well or he is just trying to get you to move faster. If your cant see well that is common. Most dogs have blind spots where if you put an item (or a leg) it cant see it. so if your dog is bumping into your leg he cant see but if he is bumping then pulling ahead a little or if he looks up at you he wants to move faster.
Dogs have an extraordinary sense of smell that allows them to detect scents even through barriers like closed containers or clothing. Their noses are highly sensitive and can pick up on odors when they are diluted or masked.
Male dogs have the instinct to display strong leadership qualities. Even when two dogs have grown up together there can be tension, as with human siblings, as the two dogs determine which is dominant.

Yes it normal for infants to stiffen when crying or screaming. It is caused by the action of crying (try screaming really loud and you will find that you tense your body), they also stiffen if they do not want to be picked up. As long as the stiffness does not last beyond the crying there is nothing to worry about.
To stiffen icing for decorating cakes and cookies, you can add more powdered sugar or cornstarch to thicken it. You can also refrigerate the icing for a short time to help it firm up.
