It is a vestigial trait of evolution. Their ancestors had spots as adults, much like the present day leopard. However, the lion evolved to not need their spots. However, the genetic code that gives them spots is still there, it is not overridden until adulthood.
Some frogs have spots so that they are able to camouflage with their surroundings. Other frogs have spots to scare predators or to warn predators that they are poisonous.

The background color behind the black spots ranges from a bright grass green, to a dull tan or brown depending on species.
The color of the frogs dorsal side is not consistent. This is because many different frogs are many different colors.
Frogs live in wet or rainy climates such as ponds and rainforest's. There are the standard frogs that live in rivers, ponds, and lakes, and there is poison dart frogs that live in rainforest's. Poison dart frogs can be many colors such as blue, red, yellow, and bright green. standard frogs that we see everyday (other than the winter "they hibernate") are dark green with sometimes brown spots.
Frogs are amphibians. This means that they need to be somewhere nice and wet. When it is hot outside, they like to find some water, like a pond or river. If there isn't one nearby, they can hide in cool, wet spots like under your house or under the leaves in the forest. Still most frogs like to sunbathe, but need water or moist places nearby to prevent dehydration.
