It is a vestigial trait of evolution. Their ancestors had spots as adults, much like the present day leopard. However, the lion evolved to not need their spots. However, the genetic code that gives them spots is still there, it is not overridden until adulthood.

Some frogs have spots so that they are able to camouflage with their surroundings. Other frogs have spots to scare predators or to warn predators that they are poisonous.
