To have puppies, you need a female and a male pet, and a pet house. Then your sim can tell one of the pets to try for puppies or kittens with... the other pet. I don't know how long it takes yet though.

The pets you have may not have a bond, so they don't like each other. If they do like each other you have to be one of your Sims, then click on the dog/cat. You would then click on "Try for puppy/kitten with..." and the the names of your pets that can have puppies with him/her. Hope that helped!

First you need Pets. Having that, the sims can adopt a pet, using the phone, and choosing from whatever is available. You can build a dog like you do a sim, but only adults or elders. Puppies and kittens, for some reason, you have to either adopt, or breed. For that, you need a male and female, of course, and they have to really like each other. Then you need a HOUSE, not just a pet bed, so they can have privacy. Once they like each other, and you have the house someplace, have a sim encourage one to make puppies or kittens with the other. Then, wait, as you would for a baby.
Free cuddles can be provided by a boyfriend/girlfriend or significant other. In some instances, a good friend will also provide free cuddles. However, the best cuddles come from puppies and kittens.
