The near side is the horse's left side. The off side is the right side. In the horse world, almost everything is done from the near (left) side of the horse.
You tighten it from the near side (the left side). Everything at horse riding is done at the near side, mounting up, putting on the saddle, putting on the bridle and leading your horse. To tack up a horse english style (if this is what you mean?) first (after you brush them off) you put on the square pad. Then, you put on the white pad (sometimes called a fluffy pad) then, the saddle. Then you put on the girth and then the bridle and your all done :)
