Different species of fish live at different levels of the water. So eather you have all top-dwellers, you don't have airation, you have only anabantois (bad spelling), or you have very poor water quality.
All fishes do like to swim on top of the fish tank as they can then get more oxygen to breathe. Sometimes it can be down to poor water quality.
Gold fish will swim upside down if they have a swim bladder infection, try feeding it fish food that sinks because, when it eats food at the top of the tank it swallows air that goes to it's swim bladder causing it to go upside down at the top or bottom of the tank. Hope I Helped :)

the cause might be a sick fish, a dirty tank, or over feeding.
Some fish prefer swimming at the top of the tank while others the bottom or middle.
Unless you have a specifically top dwelling fish such as a Hatchetfish, then there's either an oxygen problem or an ammonia problem in the tank, or a combination of both, with needs some serious seeing to asap before the fish die - a large partial water change and a check on whether the fish you have in the tank are suitable for that size tank and that size filter.

Bettas can swim anywhere in a tank but they tend to hang towards the top third most of the time.

If the fish is dead it may sink. Otherwise a fish can go anywhere in the tank by using its swim bladder. If the fish seems to be struggling to get to the surface, the fishes swim bladder is damaged and the fish should be euthanased.

get onto of the TV the get onto the green balloon when your on the top frame jump onto the shelf where the fish food is. Then push it into the tank the press off on the button thingy down on the fish tank the swim to the bottom then there you go :)
In lakes and rivers unless your into the aquarium hobby, then they would swim in a fish tank/aquarium.
