My Plecostomus did this at times, particularly at night, when he seemed to become more active. He was healthy and lived for ten years, so I believe this is normal behavior. I don't know why they do this. Someone told me their half nocturnal i have one and it is up all night.

When you first change the water in your aquarium , there is lots and lots of waste flowing around in the water from the gravel in the bottom of the tank. it seems that your beta is just getting oxygen from the top of the water. hope this helps
Without oxygen or without filtration? Without filtration, they will survive by staying at the top of the tank gulping air until they have what they need to go about their swimming. That would take a heavy toll on their rest, and make their lives very uncomfortable. No oxygen, and they'd do the same for a short while, and then try to jump out of the and tank until they chock to death one way or the other after about 30 minutes.
