It would depend on the size of the dog and the material of the playpen. You would want to make sure there was not any spaces where the dog could get it's head stuck if the playpen has slats. If it is a bigger dog a play pen would not give it much space to move around. They do make small kennel type pens which sit on the ground which would probably be better suited for a dog.

There's no surefire reason your dog would be staring at you constantly. Have you tried feeding him/her? Playing? Normally it means that your dog expects something of you, so if you want him/her to stop, try playing or doing something that your dog would normally want or want to do.
