Plastic is made of numerous chemicals. When it's burned these chemicals are released into the air and can do major damage to the respiratory system of any living thing including cats, dogs and people. Like any poison, the amount the animal is exposed to and the frequency it is exposed to it will all be factors that determine the amount of damage. A few inhales of some burned plastic is not going to do any noticeable damage however if the animal is constantly around burning plastic, then it could eventually cause serious issues including, but not limited to cancer, respiratory failure and even death. Basically, if you wouldn't want to inhale it or you wouldn't want your kids to inhale it, don't let your animals inhale it.
