Many people and vets alike have said it is fine to use on dogs and cats. A number of vets will tell you no to obviously sell you a small tube of the dog version general antibiotic ointment for $35. Many people have treated dogs and cats with cuts and abrasions with Neosporin. If the label doesn't say you should this must be taken more as a legal disclaimer rather than a claim that this won't work on your dog. Some will say it's bad because the dog will lick it. Well, how healthy do you think those dog specific ointments are internally??? If a dog gets mange a vet is pretty quick to going and dipping the poor animal in a Known carcinogen rather than a more natural substance. Point being, is don't believe everything. If you feel better paying $35-50 for a tube of doggy specific antibiotic ointment, then fine. But a generic tube of Neosporin at $2.75 will achieve the same result if we are talking cuts and scrapes. The disclaimer on the tube that is may not be used on animals is purely legal disclaimer in case your animal eats it and it effects them adversely. if the dog eats the stuff the vets gives them, that too will likely effect them adversely.

If you are washing the piercing daily using a good unscented liquid antibacterial soap and rinsing with lots of warm running water while moving the jewellery there should be no reason to use Neosporin on your piercing.
