If the fuses under hood for this circuit are good, you will need to take a circuit tester and work back from the taillights forward. If there is a trailer connector spliced into the harness under the bumber, triple check this area as this harness area is prone to shorts from moisture.
I have a 1991 Chevy surburan and it has no tail lights and no dash lights, all fuses are good

there are 3 fuses box. one is near the battery, one in the car in the midle , and one in the trunk.

Not sure about the marker lights, but there are fusible links for the high/low beams in the fusible link box near the battery.
Check the fuses? Check the light switch?
Check all the fuses, check fusible links, exc.
Check your fuses for these lights. If there is not one blown, you may have to check for a short in a wire.
