If the fuse keeps blowing, there is a short somewhere. Since the dash and tail lights both go through the headlight switch, I would check the wires from the switch connection all the way to the tail lights, and the dash lights. Somewhere, a wire is crushed to ground or something like that.
Make sure your switch is property connected and is a good switch!

Check your tow bar and trailer brake light wiring. It may be grounded. I had this problem with my 92 roadmaster wagon. Tom.
Blown fuse or the lights are just blown and need replacing.
I imagine that more than likely the problem is going to be easy to fix by replacing the fuse.

The dash lights will not work on a 91 Honda Accord if the fuse or bulbs have blown. Inspecting and replacing the fuse is the first step to repairing this problem.
Try replacing the back-up light switch. It is located on the left side of the transmission. It is a common problem.

There could be many reasons. The most common reason would probably be that the bulb in the third light has blown. Try replacing it with bulb from one of the other lights or a new bulb and see if it works. If replacing the bulb fixes it, then this was the problem. Otherwise it could be build up of dirt or corrosion in the fitting, or a wiring problem.
Try replacing the back-up light switch (located on the left side of the transmission). It is a common problem.
Alternator needs replacing.
If your brakes lights are not working and all of your other lights are OK try replacing your "brake stop switch". You may have to have either your local auto shop or local dealer replace the switch because it's hard to do yourself. I had the same problem on my Tahoe and replacing the brake stop switch solved it right away.
nothing it could just be the tail lights coming on.
