What model do you have? I am saying no to your question. In most vehicles the service engine light deals with the operation of the "engine", igniton system, exhaust, and fuel system. If there is a problem with the brakes you could see an ABS light (if equiped) or a BRAKE! light on. If the Service engine soon light is on in your vehicle the problem lies in one of those systems. There is a technical service bulletin that Dodge has put out addressing that problem. It is due to the relay and a modification that are required.
I think you can. I have never tired to drive one with no fluid, but I do have a Dodge caravan that I use for farm use and the power steering does not work. It is hard to steer when you are pulling out of the driveway, but once you get on the highway it works fine. You hardly notice the difference.
