it sounds like your low on freon. the idle kicks up to comensate for the extra load from the compressor . if its low on freon the compressor short cycles causing the eratic idle

There really are not any cons to having a quiet air compressor. The pros are many. There's nothing like a quiet running machine without all the clicks and clanks.
It's a normal process of "cycling", wherein the compressor is capable of moving more freon gas than the system is capable of handling. Pressure switches within the A.C. system switch the compressor on and off, in a normal cyclic state, to keep the pressures from going over a safe preset level.
Things to check first: Turn on the A/C control - open the hood and look at the compressor and observe whether or not the clutch is engaging (clicking on and off). If it isn't then check the fuse/electric relay that control the compressor. If the compressor operates but cycles rapidly (clicks on and off), that could be a sign of low refrigerant, have it checked. If these easy do-it-yourself checks are inconclusive then you need a mechanic.

T stat could have a problem but would need to know if the compressor ever turns off after the "fan inside the house clicks off"

Did you happen to move it to Defrost when you turned it off? The ac compressor also runs in the defrost cycle to keep the seals lubricated during the winter months when the ac is not used.
