had the exact same thing happening to me. Drive was like 4th gear, not 1st. I had to manually shift 1-2 then 3 then drive. The fix was the two shift solenoids in the transmission. Pull the pan off and they are the one at the rear and the one on the side, not the front one, I think that's the overdrive solenoid. Easy to replace and fairly cheap ($60 ea). Worked for me.
Depends on the bike and it's gearing. At around 30mph, i will downshift from 4th to 3rd for engine braking. At around 18mph, I will downshift from 3rd to second for engine braking. I will not engine brake into first gear.
Selnoid has gone out in the transmission not allowing it to downshift to first when slowing down then stopping.
Assuming nothing is broken, I would change the trans fluid and filter first.
Try the emergency break, also throw it in neautral or with a standard downshift

You can actually downshift to whatever gear you please. However, to take off properly, you should be in first gear. Downshift gear selection is determined by how fast you are going when slowing down. For an example, you would not want to downshift to first while slowing down from 55mph. You would want to downshift into 1st at somewhere around 10-15 mph or less. You may find it easier to downshift to 2nd gear and switch to 1st for takeoff. Many times when slowing down for a red light, it changes to green when traveling about 20-25 mph. In this example, you would shift to 2nd and accelerate normally through the gears.
