The vacuum tube to the heater control is broken in two or cracked...usually in the engine compartment. It's a black, hard plastic tube or pipe about 3/16" od. Without vacuum, the heater control cannot open and close dampers to direct air flow.
It is just an electric heater. The only savings comes from keeping the rest of the house really chilly, and using the "Amish heater" to electrically warm a small area.

The return hose for the heater core generally leads back the the water pump. The inlet for the heater core comes from the engine.

It's not really a question of where, but when he can be watched... where I live, he comes on at 2pm and 11pm...but he comes on at different times in different places. Check your TV guide to see when he comes on in your area.
