The king of Easy and Cheap Cosplays is L from Death Note. All you need to do is get a white, long-sleaved shirt, jeans, maybe some socks, and spiky black hair (being pale and having dark eyes with shadows under them helps too). For props, either find something Death Note related, or candy. Lots and lots of candy.
A similar easy one is Ginko from Mushishi. Just get some pants, a white button-up shirt, maybe a trenchcoat or something similar, and shoes. Get white hair or a white wig, cover up one eye, and make the other one blue. For props, use either candy cigarettes or Ginko's backpack (which is like a rectangular wooden cabinet, with drawrs and straps).
For girls, you can be nearly anyone if you can find a schoolgirl outfit (and most anime conventions will have these for sale). If the person is short, you can also try Eve from Black Cat. Just find a black dress, and a wig of long, straight, blond hair. If you can find pink contact lenses, so much the better.
With all these characters, you can search for their images on the internet for a reference. And if all else fails...just make a cool outfit with what you have, and claim to be an Original Character! Bonus points if you come up with a name, backstory, personality, and whatnot.
Remember, the point of a convention is to have fun! So no matter what you're dressed as, enjoy yourselves!
