If it does not drive anything it could be an idler pulley.
If you mean the pulley and the shaftit is mounted on, Yes! A loose belt on the pulley doesn't necessarily mean anything but a need to adjust the belt tension.

very simple, there is a tension pulley on top of the AC/Compressor loosen the center bolt on the pulley and the adjusting bolt on top of the tension pulley and simply push the pulley down until the belt comes loose.
Take off pass. front wheel and cover inside wheel well. i believe it is a 3/8 drive ratchet into tension pulley and push towards front of car. The belt will get loose to remove.

One configuration of the idler pulley on the 1988 was a solid pulley connected with two bolts to a bracket on the front of the engine. The other configuration was a spring loaded pulley. If the bracket kind, remove the tension (with the bolt on top, you need to actually TIGHTEN the bolt to loosen the tension), then loosen the two bolts connecting to the bracket. Well to start with the question is a bit vague. A pulley has nothing to do with a start operation; a loose pulley may cause the belt not to turn fast enough to charge the battery and that's as far as it goes. Check your belt tension. If loose tighten it. That's All
You'll notice an idler pulley. One that does nothing more than apply tension on the belt. Loose the front bolt of this slightly, then access the bolt that appears to go into the backside of the pulley and loosen it slightly to reduce tension on the belt. When installation of the belt is complete, tighten down the tensioner bolt till the belt is not overly tight, about 1/4" of spring is good to avoid slippage. Then tighten the lock bolt on the front of the pulley.
The tension pulley is in the center of the sepentine belt, it is one of the smaller pullies that is smooth on top. You will feel a bolt on the fron of it (a 15 millimeter I believe) you need to put the wrench on it and hook a cheater bar, or another wrench (lock the ends together) and pull down towards the front of the car. When the belt is loose slip it off. It is much easier to do with two people. CAUTION! This pulley is sring loaded and very hard to pull down, if you loose your grip or your wrench slips you or the person helping could be seriously injured.

Is this a single belt or a serpentine belt system, if so look for belt tension idler pulley and loose belt, or single belt then you will need to loose and release tension on the power steering pump assembly.
