They are not a couple in the anime, although it is implied a little. In the manga though they have strong feelings for each other. It is implied that there is an antifratinization law.

SPOILERS- Lust convinces Riza that Roy is dead, and Riza begins to break down in the midst of a stand off, begging for Alphonse to leave and let her die so she can (presumably) be with Roy. Riza tricks Envy into revealing himself, and he says "I knew you two were together!", referring to a statement she said about Mustang. At another point, Riza is attacked and almost killed, and Roy is mourning over her in a desperate attempt to save her life. Once she is healed, his is holding her in a more loving position their short conversation implies their feelings for each other. His facial expressions and reactions towards her implies the relationship as well. Riza is also occasionally referred to as "Roy's Doll" or "most loved one" by others. I'm pretty sure that Hiromu was trying to give subtle hints of their relationship without actually showing it.

No, the two don't marry. The manga's creator, Hiromu Arakawa, said that if the married, military regulations would separate them and Hawkeye would be unable to work under Mustang anymore, essentially ruining the relationship in the viewer's eyes and probably ending Hawkeye's involvement in the series.
in the last episode, they are seen together but with what you are telling 'get together' in a deeper something, well, I dunno. But the creator of the manga hinted there is something between the two and adding "...not all lovers are lovey-dovey"
actually from one forum, it is said that the creator's intent was for these two not to marry. such act would dispute their commander-subordinate relationship which i think is more important (i mean in the anime sense) than marriage. besides being together for almost their entire life is enough for them to be "together" in the romantic sense.

It isn't said that they do in the anime though it is hinted that Riza likes Roy throughout the story. Though Roy is not as obvious about his feelings a lot of people still thinks he likes Risa in return.

Yes. Roy does love Riza. There are some facts on the manga and anime that prove that they both have strong feelings for eachother. For example: when Riza's grandfather asks Roy if he would like to marry Riza, but Roy doesn't answer the question.In my opinion the fact that he didn't answer the question may just mean that he IN FACT does have feelings for her and DOES want to marry her but it's to embarass to admit it to her grandfather or anyone for that matter. Another example could be when Roy was attacked and he was close to death but Riza came just in time to take him to some medical attention before the worse could happen. So in conclusion, yes I believe Roy does love Riza or atleast has some sort of strong feelings toward her.

They are officially a couple, status equivalent of marriage. Hiromu Arakawa confirmed this in the 3rd Art book. This relationship is portrayed subtly but actively throughout the series. Knowing this, a lot of their actions and words would make sense.
