There is a certain arbitrariness about where the division is between North and South America.

A geologist will take a different view than a political scientist.

If you want to know what is the generally accepted definition of which land masses count as North America, then the Encyclopedia Britannica is probably among the most reliable sources. According to them, the Caribbean islands (or West Indies) are considered part of North America.

Geographically, the answer is no. The Turks & Caicos Islands are located in the Atlantic Ocean. Politically, the answer is yes, they are part of the Caribbean 'community'.
