Sidewalks in any city are public property and up to the City to repair them. However, during winter it is usually up to the store owner to keep the sidewalk to the front of their store clean of ice and snow. In New York City, it is the obligation of the property owner abutting the sidewalk to install, maintain and repair the sidewalk. This is true for all property owners expect railroads and cemeteries. The first are excluded from this law by the Railroad Law, and the second by the real estate Law. The Department of Transportation will inspect a sidewalk anywhere within the five boroughs and issue a "Notice of Violation" [NOV] if there is a fault in the sidewalk. If the sidewalk is adjacent to a one- to three-family house, the City's Department of Transportation contractor wil repair the sidewalk and charge the property owner by adding the cost of the repairs to the property owner's tax bill. For more than four-family residences or commercial properties, while the department of Transportation will issue the NOV, but repairs are the duty of the property owner. This information stems from the NYC Administrative Code, Section 7-210. If a sidewalk "flag" has been lifted by a tree, the Department of Parks and Recreation has a program that will repair that flag free of charge. Property owners with such a problem should call the city's information number: 3-1-1 and tell the operator that a tree has lifted the flag in question.

If you do not, and someone injures themselves, you would be liable not the city. If the property owner clears the sidewalk and THEN someone injures themselves, they are simply negligent for not exercising due caution when walking on unsure footing.
