Many misunderstand the purpose for the Discussion Pages, which is to discuss the question and answers for that question. Chatting on the Discussion pages is not allowed and is removed. While everyone is encouraged to join in the fun of asking and answering questions, putting questions in the correct categories, etc., if chatting is done, it is only allowed on the message boards.

They are not "allowed" to. Those who do so are going against the rules of this site. However, simply expressing an opinion that differs from that of a previous answerer, is not the same as debating. All opinions are welcome. Arguing is not.
