In Michigan they are the same thing, the boaters safety class covers both. If you have your boaters safety license you can legally operate at jet-ski at age 16. However, without a boaters safety license you can still operate a boat at age 16 but not a jet-ski. In the state of Michigan you have to be age 31 to operate a jet-ski without a license.

Most states DO in fact have laws/regulations that require you posess a "Boating Safety Certificate" (what you are calling a license). You should check with the regulatory authority within the your State since it varies. Currently (2011) in NYS adults 18 years of age and older DO need to have a Boating Safety Certificate (waht you call a license) in order to drive a PWC/Jetski but not a "boat" (ie not a jetski). Children who are ages 10 through 17 are required to have a Certificate/license to drive any vessel independently. Additionally, to drive a PWC/Jetski by yourself, you must be 14 years of age or older. HOWEVER, if you do not have a license you CAN drive a PWC/Jetski but ONLY if an adult who is 18years of age or older is on the ski with you and that adult has a certificate.
