I am an American Ex-Pat living in Brazil for the past 14 years. There are no towns, neighborhoods or regions that I know of where English speakers have gathered over years. However, there are areas where German is a principal language (mostly in the Southern part of the country).

If you go to a large city like Sao Paulo or Rio, you will certainly find more people who speak English because of the cosmopolitan nature of those places. But if you want to run into people who speak English more often, then check out some of the many (MANY!) private English schools that Brazil has. There are tens of thousands around the country and you will meet many teachers there who speak English very well as well as students who love to practice.

So, the answer to your question is NO. There are no areas like you asked about, but there are places in larger cities where you have a better chance of running into ex-pats.
