Depending on the district you are in. Some districts allows the mail carrier to pass up a blocked box when others require them to dismount and deliver to the blocked box. also keep in mind that the mail carrier has on average 700 houses they have to deliver to each day. just a few dismounts at blocked boxes can get the carrier in trouble if it makes them late back to the post office.
Yes. The approach to a box must be cleared if you desire mail delivery
Yes they can and do.

Yes, if its a safety issue If there is a vehicle blocking the curbside mailbox, the postman is not obligated to exit his vehicle and will usually not deliver mail that day. Sorry, this is not correct. From the USPS web site: Mailbox blockage by a vehicle may also prevent the delivery of mail. According to our policy, the city or rural carrier should get of the vehicle to make delivery if the mailbox is temporarily blocked by a vehicle. However, if the carrier continually experiences a problem serving curbline or rural boxes where the customer is able to control on-street parking, the postmaster may withdraw delivery service. If you don't have a regulation-compliant receptacle or mailbox to deliver it to, yes, they are not required to deliver it.
The presence of a mailbox does not make parking in front of it illegal. Whether you can park there legally or not usually depends on whether or not it would be a legal area to park if the mailbox weren't there. This is generally speaking, and is not to say that there won't be places where local ordinance prohibits it.Additional Info: US Postal regulations do not require a postal carrier to deliver mail to a blocked mailbox. If the curbside box cannot be reached from their vehicle they are not required to dismount to place the mail into the box when/if it is obstructed.
The Post Office can rekey the mailbox if the mailbox is owned by the Post Office. All you have to do is call your local Post Office and ask them to rekey. There is a charge, however, of around $50 to do this.
I think it is required to have a mailing address, but it could be a post office box rather than a mail box.Added: If you do not have a 'regulation' residential mailbox or mail slot, the Post Office will not deliver your mail to your home. If you have a mailbox at the post office any mail addressed specifically to that box will go into it. If you don't have a box at the post office, your mail will be held for a short time and then returned to the sender as undeliverable.
My method was to write, "Return to sender: not at this address" on the mail, and put it back in the mailbox for the mail carrier to pick up and take.Added: Or go to the local Post Office from which your mail carrier operates and speak to the Counter Clerk or Postmaster.

The post office is a federal agency. It is written in the constitution that America will have a post office. It will always be a federal offense to tamper with mail or a mailbox.
Only if the letter carrier's house or business is on the carrier's own route. Official regulations do not allow mailmen to receive their mail at the post office from the carrier for their homes or businesses. Nor are they allowed to retrieve their own mail from the P.O. box section. (However, in practice this occurs frequently.)
mail carrier (if they deliver mail) postal clerk (if they work inside the post office) postal worker (if you don't want to be specific about their job assignment)
The mailbox regulations for Texas are the same as in most states. You must have a mailbox pertaining to your address and it's use must coordinate with the post office's terms of use.
go to the post office and pick it up, or put up a new box, it can only be held for 10 days before it will be returned to sender.
