The predisposition for having a stroke may already be there, however the auto accident could possibly trigger it. This is just a personal opinion.
I would say yes an auto accident can cause a stroke, especially if you have an existing heart problem. However the other driver might only be found negligent for causing the wreck only unless they are found to be incompetent(influenced by drugs or foreign substances). other than those examples they might not have directly caused the accident.
