Let me first say I am not a mechanic, just a man that has had his share of cars and problems that came with each.
Answer: YES! I have a 1996 Chevy Tahoe and ONE of the two parking lights on the passenger side was bad. It would light up as if it was fine, but, whenever I put it in the right signal would not work...take it out the indicator worked. So, I replaced it with a brand new one and the indicator worked.

I have found that one failed turn-indicator shows as the flasher relay working at twice its normal rate, heard as too-rapid clicking and by the too-rapid lighting of the repeater on the dashboard.
Most likely turn signal flasher
One of four things can cause a turn signal not to work. Either the turn signal switch assembly, a bad bulb, a bad fuse, or a bad turn signal flasher.

You have a bad turn signal flasher.
If the bulbs are good buy it just will not flash the flasher relay is defective. Replace it.
