Child support can be obtained by the mother once the child is born and she can obtain a confirmation of paternity through the courts. The International Institute for Reciprocal Family Assistance (IIRFA) acts to intercede on paternity and child support cases when parties are from the US and Mexico. In other words, the US has a reciprocity agreement with Mexico in family matters involving children. You can read their handbook at the related link.
A determined mother can pursue the case with the help of member agencies that are required to assist in the collection of child support. Governments have recognized the need to help enforce child support and states are required to have agencies that will assist a mother in her position. She doesn't need to travel back and forth from Mexico to obtain support if you are the father of her child. It will be more difficult and take longer but eventually a child support order can be issued and enforced in the US.

Yes, however it would be based on US guidelines, meaning she would get substantially more than based on Mexico guidelines. The state where the father resides would retain jurisdiction on child support. All other issues would go to Mexican Jurisdiction. see links below

IF you are the custodial parent and all ready divorced my understanding is YES. You can get child support in the country you are in regardless if he is in the United States. You may have to battle it in the United States IF the child is 1. a United States Citizen. 2. The child is not under Mexico's laws and is not a resident yet of Mexico. Residency usually takes 6 months for most states. As I moved from Utah to Maine with my child and it was 6 months before he was a resident here in Maine. But I have not moved to another country either. If you have sole custody or even joint custody he is still needs to pay child support no matter where you are or where he is. I have something here that may help you to learn even more. This is the website to your Mexico Child Support Enforcement Division. Here is the link: http://www.hsd.state.nm.us/csed/ I would read up more on it and even call them as soon as they are open and find out what your stand is on this and what help you can get for you and your child as well from the country of Mexico.
When a parent moves to Germany, and has children in the United States, he does have to pay child support. If he is evading child support; Germany will demand he continues to pay support.

In the United States a father is required to support his child. He generally cannot be released from that obligation by the other parent. You should visit the family court and ask to speak with an advocate with whom you can discuss your situation and your options under your state laws.In the United States a father is required to support his child.
