The information I have states the following:
New York will recognize another state's learner's permit subject to the restrictions printed on it and the New York State restrictions for junior driver licenses under 18. A person with a valid out-of-state license for the vehicle being driven may accompany a junior driver. You may not drive in New York state if you are under 16, even if you are licensed in another state. An out of state learner's permit is "NOT" valid in New York City. In all areas of the state except New York City, Nassau or Suffolk counties, a nonresident licensee under 18 years of age may operate a vehicle from 5 a.m. to 9 p.m. when accompanied by a licensed driver over 18 years of age. He may operate a motor vehicle between the hours of 9 p.m. to 5 a.m. only when accompanied by a licensed parent or guardian.
Bear in mind that this is from a third party website, and changes to the applicable statutes may have taken place since the above was posted. You should contact the NY DMV to verify the legality of you driving in that state before proceeding with it.
Yes, provided that state will permit an out-of-state driver to drive in their state on a learner's permit, AND provided they heed by the restrictions of the state which issued their permit, as well as the state they're driving through. Off the top of my head, I can recall that New Hampshire, Pennsylvania, Washington D.C., South Carolina, Arizona, and Hawaii are states which do not recognise an out-of-state learner's permit. There may be others.
As long as you are driving with legal regards to whatever NY regulations impose upon you, yes.
If the learner driver is complying with all the restrictions that New York specifies for learner drivers, then they can drive anywhere in the US.

Yes, as long as the other person is a legally licensed driver.
A Texas learners permit will last approximately one year. If the person is unable to obtain a drivers license, they will need to reapply for a new learners permit.

In the United States of America ...You can get your learners permit from only one place the Department of Motor Vehicles (DMV) of the state you reside in.
It is important to keep track of a learners permit. If a person loses it the cost can be as low as $15 to as high as $35. It depends on the state.
Yes, someone with a Rhode Island learners permit can drive in other states. However, the person with the permit must be driving with an adult rider in the car.
No. A learner's permit is only valid in the state that it was issued. You need to learn how to drive and the rules and regulations of that state first. Then when you have a full license you can go to other states and nations and learn their rules and regulations.
No way that could be dangurous
Yes. Nowhere in the US is a person allowed to drive alone on a learner's permit.
