Yes, a pinched nerve can cause severe headaches. I have gone to many Dr's for headaches that bothered me every day. They were very painful and caused me to occasionally have blurred vision out of one eye. When I went to a new Dr. after I moved to Boston they sent me to a Neurologist who said I had a pinched nerve, and in most cases this could be fixed by wearing a neck collar (a custom fit thin neck brace). I initially thought that there was no way something as simple as a neck brace would get rid of the pain, but I was proved wrong. After a couple of weeks my headaches began to improve, after a few months of wearing it I rarely get headaches. The only problem is that with pinched nerves unless you work hard on improving your posture and constantly use good posture then it is likely that the headaches will return, so my Neurologist recommended that I wear my collar at night and while doing activities where it would be useful to have good posture.

Yes, they can. You need to see a neurologist so he can see just what is causing your headaches (if you, in fact, are the person with the headaches)...

IT's typically from vasodilatation of arteries in your head. Caffeine helps because it constricts your blood vessels.

Can a pinched nerve in the neck cause electrical shocks in the brain?

Pinched nerves usually cause symptoms either in their immediate vicinity or downstream (in an arm due to a pinched nerve in the neck area). It is highly unlikely that "weird sensations in the brain" would result from a pinched nerve. However, pain and anxiety associated with a pinched nerve could make a person feel uncomfortable and unlike his or her usual self.
