I believe that the answer is yes. Technically, and I may be wrong here, but this is to the best of my knowledge, arms such as a muzzle loader and crossbow are considered primitive arms here in Maine and are legal to own by a felon. I may be wrong on this but that is what my belief is. Anyone else know differently or can verify this..please post as well.
No. Under federal law, a felon may not purchase, possess, or have access to firearms or ammunition. That law applies to all states and territories of the United States.
can a convicted felon hunt deer with a bow or a gun
A cross bow may not be allowed by the state for anyone. You are probably on safer ground with a bow and arrow. Check in with the caseworker before getting involved in either.

No Maine considers a muzzle loader a firearm...
Yes. Only firearms possession is limited by being a felon.
Your question is a complicated one. Although 18 U.S.C. s. 921(a)(3) (2012) seems to be all inclusive as to what are weapons, and every person in every state is subject to that federal law, if you live in Maine, a section of the Maine statutes allows a felon to apply for a special permit to use a muzzleloader, crossbow or bow and arrow for hunting purposes only. This special permit information came from the Maine Inland Fisheries and Wildlife Office.
