Police Officers are permitted to defend themselves in a physical conflict, including throwing punches and kicks to throw off or disable their opponent. Once the suspect is restrained safely, they will cease physical combat with the suspect. Remember! Restraining any human being that is resisting, especially when said suspect is under the influence, is a very difficult job, and can appear to the outsider as though the fight is one-sided, when, in actuality, under a pile of two to three officers, the suspect is still thrashing around to avoid being cuffed or otherwise restrained.

Police Officers, of course, cannot instigate fights or participate in fights for fun. Just about the only time you'll see an officer make violent physical contact with a suspect without being provoked is when the suspect attempts to flee, and the officer tackles him to end the pursuit, or if the suspect is already engaged in a violent conflict with someone else and uses physical force to end it.
