Rubbing Alcohol has never harmed my flooring. I have used it on carpet to help remove pet urine, to vinyl flooring, and even on my ceramic tiling. I started using it when I was cleaning a cut and got some on the bathroom floor (that's ceramic), I just used a dry white wash cloth to wipe it up that's when I noticed that it doesn't attract dust back to the flooring so I started using it in my bathroom all the time. I used straight alcohol for a duration of time and it never harmed the tile nor grout, when I'm running low on rubbing alcohol around the house I'll use 3/4 cup alcohol to a gallon of water and it seems to give the same cleaning power. If your trying to clean up a residue off of your flooring my best advice I can give to you is to try to use straight water to break up as much as you can. (I perfer a Shark Brand steam mop due to the heat) and then use the alcohol on your flooring :) *IF that fails, use a couple drops of Ivory Brand dish soap to a gallon of warm water and rub that over your floors with a white wash cloth and let it sit for a few minutes to penetrate the dirt and lift it. *THEN mop that up with straight water and a new mop (or mop head) then apply your rubbing alcohol to the floor to help remove the remaining residue. Very few if any home solvents will harm ceramic tile. 90% isopropyl alcohol will not harm ceramic tile, but this one for example, is very flammable and a spark and ignite it. Care should be taken to protect the surrounding finishes that will be harmed by the solvent in use.

Quite possibly wrong, but I'm wondering if automotive brake cleaner might work. The residue seems similar and many brake pads are ceramic. Please try isopropyl alcohol rather than brake fluid first. It should cut it if its a black oily deposit. If it is iron deposit that has rusted from grinding. Lime-Away or CLR will desolve the rust..
