That depends on how severe the paralysis is. I have paralyzed feet but can feel pain inside them but no pain on the skin. A friend of mine has no feeling at all from the waist down. It probably also has something to do with what actually caused the person's paralysis. If they had a broken neck or severed spinal cord, they may feel no pain at all below the point of the injury. If they were born with a paralyzing condition, as in Spina Bifida, which can cause partial paralysis, they may have some feeling but not total. Added: Other people are in pain constantly or have unusual sensations, they feel touch, but it feels annoying or painful. I depends on what happened and how the nerves are damaged.

No so if they got shot in the foot they dont feel pain

Of course yes! It just depends on what part of the the body and level of injury. For C4 Quadriplegic the loss of sensation is below shoulder.
