If it is your license then you can just contact your state board. If it is someone elses license and they are abusing their rights as a cosmetologist then you can report them to the state board. If they feel that you are right they can take their license away.
The state itself cannot, but they can take away your privilege to drive in their state, and they can also ask your resident state to suspend your license.
The Florida license will replace your New York license. Any points or suspensions will follow your record, too.
Yes, if you do too many traffic offenses the VA can take away your license.
Go to any driving school in the state and tell them "How fast does Jimmy ride?" And they will take you to the back room and give you a license for 30 days.

yes
No. Driving is not a right. They can take your license away at any time.
they take away your license for an amount of time due to the crime you have commited
Take away and revoke are not synonymous in this scenario. I am not aware of a state that a parent can revoke a government issued document but I could be wrong. The state can revoke your license of course under certain penalties but I have never heard of a parent being able to revoke a license. Granted, a parent holds greater rights over a child than the government so theoretically your parents could take away your license among other things but not revoke. I hope that makes sense.
Walk, take a bus, get rides from parents and friends. If you want a license, find someone to teach you to drive. If you need photo ID, go the the DMV or Secretary of State and get a state issued ID.
